Shipping was the last major global industry without a comprehensive climate plan. Now the global shipping industry has agreed to its first greenhouse gas reduction plan, and planning to halve its 2008 emissions by the middle of the century. One strategy sets a carbon intensity reduction target - 40% by 2030 rising to 70% by 2050 as well as cutting emissions by 50% by 2050. A long with this strategy, shipping industries are also developing incentives to boost research on low carbon shipping fuels and technologies. After disclosing the new strategies that would be implied, the European Union thought that the strategies were much lower than wanted. International shipping produces 2.2% of the world's greenhouse gases and those estimated targets just won't be efficient enough. Therefore the EU began threatening to enforce its own targets on various ships.
