Over half of the world's population is found in cities. These leading cities have the political and economic power to take action against climate change. C40 (Cities Climate Leadership Group) created a climate action planning framework to value resources and tools that can maximize efficiency and effectiveness in reducing climate change.

The framework covers a range of components for the climate change action plan to be successful. Based around, commitment and collaboration, challenges and opportunities, and acceleration and implementation. The goal? 2020. In 2020 we hope to keep the world's temperature rise below 1.5 degrees Celsius. The environment cannot afford to wait for cities to change. So this plan is urged to speed up the transition to a more greener city.
